The CPU-Meter application comes in the form of a .gadget file that can be installed on Windows Gadgets (Vista or higher). If you have Windows Gadgets installed, then once you activate the gadget, there will also be the possibility to place it wherever you want on the desktop. I have installed it and I saw that the gadget has a snap to margin feature. It means it will attach to nearest margin and remain there. I have rebooted my PC and launched full screen apps, and it was there where I left it.
